![]() I am using capital A for the action and lower case for the attack. PCs and NPCs only ever get a single Attack action on their turn, but their Attack action might be made up of more than one attack. ![]() Of course, a specific example would result in more specific feedback. Monsters don't have a class and don't follow the same construction as a PC so the designer just gives them what actions they are going to use (in addition to Dodge, Dash, Hide, and such) the idea is that the given attack should be better than the generic Attack Action or that the monster rarely is in a situation where they are using a weapon or an unarmed strike. Nevertheless, an unarmed strike would indeed be 1 damage plus Str and a weapon attack would be Str or Dex based on the weapon type. ![]() Most monsters have defined attacks and multiattack instead of having to rely on the Attack Action and Extra Attack. ![]() When a monster takes its action, it can choose from the options in the Actions section of its stat block or use one of the actions available to all creatures, such as the Dash or Hide action, as described in the Player's Handbook.A monster that uses the Attack Action would do so in the same way as a PC that does, including the use of the Extra Attack feature if it has it. ![]()
